I just republished 30 articles and requested favorites, which according to Clem all went through, and I only have 2 articles that received a little more than 10 favorites, even though I requested 20.
Are others experiencing this issue?

Indeed, the distribution of favorites is impacted by the latest Vinted bug: the mixed display of items… A Vintie reports it here: Nouveau bug vinted articles mélangés
As a result, favorites are no longer distributed to your most recent items but to the items that Vinted wants to display to others 
As I say in the post I linked, the fact that the « Sort by newest » button still exists makes me think that this is a potential temporary bug. Let’s wait and see how they stabilize the display to know how Clemz will adapt! 
I haven’t had this problem, I republished yesterday at noon and all my articles got the requested favorites and views 
I notice that every month Vinted creates bugs towards the end of the month, we never get a break, we don’t understand their algorithm at all and we always have crappy features on Vinted, we are not listened to but exploited, this is not normal.
I think the « most recent » sort has been fixed by Vinted! So the favorite exchange functionality should be good now
