When the offer is accepted, the buyer must pay. On your screenshot, we can see the « make an offer » button in the top right corner, which means the item is still available and that they have not proceeded with the purchase. Therefore, the shipping label is not generated
You have a banner indicating « Item to pack and send » with a button to generate the shipping label, when the sale is made.
