Hello , I’ve just looked into the matter and I’m sharing a summary of what I understood.
A - You are reselling personal items, you are not concerned.
B - You are buying and reselling, you are concerned and must choose an Approved Platform (AP) before 01/09/2026 (whether you are on a business account or a personal account you should legally be on a business account, but we all know that many have 1 business account and 1 or more personal accounts, and we all know that all sales must be declared to URSSAF).
a - Are you registered (as a micro-enterprise, for example) and VAT exempt?
You sell to French consumers (B2C), you can use ClemZ to send them PDF invoices by email, as you will not have any e-reporting obligations.
You sell to foreign consumers (B2C), you will need to use invoicing software to send them PDF invoices by email (as consumers do not have APs) AND to generate a Factur-X electronic invoice for the administration, as you will have e-reporting obligations through this software (ClemZ is not an AP and therefore does not handle it).
You sell to French and foreign businesses (B2B) (a very rare or even nonexistent case on Vinted, but you never know if a buyer might contact you as a business and ask for an electronic invoice), you will need to use invoicing software to send them Factur-X electronic invoices through approved APs. The invoicing software will then handle e-invoicing to transmit your sales to the administration. ATTENTION for French B2B sales, electronic invoicing will be mandatory from 09/2026! Other cases will be effective from 09/2027.
All of this has no impact on the turnover declaration to URSSAF, which you must continue to make.
